Does your rental comply with healthy home standards?

Healthy Home Assessment

All private rentals must comply with the new healthy home standards, within 90 days of any new or renewed tenancy from 1 July 2021 onwards. Also, starting from 1 December 2020, all landlords are required to provide a statement of their current level of compliance with the healthy homes standards in any new or renewed tenancy agreement.

Our team can provide a full inspection of your rental property against the five standards of the Healthy Homes regulations and report on what you may need to do to meet these new requirements.

You’ll then receive a full report documenting any required work to bring your property up to compliance and if requested, quotes for any work can be given to get your home healthy.

The Five Standards
Meeting the healthy home standards.

Heating
Landlords must provide one or more fixed heaters that can directly heat the main living room.
The heater(s) must be acceptable types, and must meet the minimum heating capacity required for your main living room.

Ventilation
Rental homes must have openable windows in the living room, dining room, kitchen and bedrooms. Kitchens and bathrooms must have extractor fans.

Insulation
Ceiling and underfloor insulation has been compulsory in all rental homes since 1 July 2019.
The healthy homes insulation standard builds on the current regulations and some existing insulation will need to be topped up or replaced.

Draught stopping
Landlords must make sure the property doesn’t have unreasonable gaps or holes in walls, ceilings, windows, skylights, floors and doors which cause noticeable draughts. All unused open fireplaces must be closed off or their chimneys must be blocked to prevent draughts.

Moisture Ingress and Drainage
Rental properties must have efficient drainage for the removal of stormwater, surface water and groundwater. Rental properties with an enclosed sub-floor space must have a ground moisture barrier.

Healthy Homes Standards
The healthy homes standards became law on 1 July 2019

Nearly 600,000 households rent in New Zealand, and New Zealand based research tells us that our rental stock is poorer quality than owner occupied homes. Research shows a link between cold, damp and mouldy homes and negative health outcomes, particularly for illnesses such as asthma and cardiovascular conditions.

By improving the quality of rental homes, New Zealanders who rent will experience improved health, as well as lower medical costs and lower levels of hospitalisations. Warmer and drier homes are also less likely to have issues with mould or mildew damage, better protecting a landlord’s investment.

Healthy home NZ

The healthy homes standards introduce specific and minimum standards for heating, insulation, ventilation, moisture ingress and drainage, and draught stopping in rental properties.

All private rentals must comply within 90 days of any new or renewed tenancy after 1 July 2021, with all private rentals complying by 1 July 2024. All boarding houses must comply by 1 July 2021. All houses rented by Kāinga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply by 1 July 2023.

Landlords are responsible for maintaining and improving the quality of their rental properties. These standards will help ensure landlords have healthier, safer properties and lower maintenance costs for their investments. The standards will also make it easier for tenants to keep their homes warm and dry.
